Message The VTC solenoids are either ON or OFF but the VTC cams are continuously variable throughout their range of travel.

Does the ECU and VTC selonoid (1) signal to "change" the VTC timing where the actual timing advance is set by oil pressure, or does the ECU/VTC selonoid (2) force the VTC cam to go the full travel as quick as the oil pressure allows it to go?

If the answer is it's meant to be continuously variable does anyone have the expected VTC control schedule as a function of rpm, or whatever? I'm looking for a more precise answer than the "low to medium" speed description given in the FSM.
